There are some one million citizens who might be characterised as the 'target population' of Young People, Children, and Education (YPCE) provision. Their number and their economic dependence, combined with the critical, developmental nature of childhood, are factors that continue to inform YPCE policies that are aimed at establishing equal access to quality arts experiences appropriate to age, ability and cultural tradition.
YPCE practice covers all artforms and increasingly uses new media and technology. It occurs in a wide range of settings, both in and out of school. It engages young people as 'audience' as well as 'practitioner'. The Arts Council acknowledges the exceptional work of artists working in this field. Also, the significant impact of arts organisations and local agencies which have made provision for young people central to their services.
In addition to our partnership with local authorities and Údarás na Gaeltachta, we maintain ongoing links with the Council of National Cultural Institutions (Education, Community and Outreach); the Office of the Minister for Children and Youth Affairs; the National Youth Council of Ireland; and the HSE. We also maintain relations with the Department of Education and Skills and with many of our EU colleagues working in the field of arts and education.
