Closing date
For most Deis projects there is no closing date. Deis is an ongoing scheme and proposals are accepted on a rolling basis but you should submit your proposal at least twelve weeks before the project is due to start.
However, there is an exception if your Deis proposal is specifically for a recording project (including CD production). There is one deadline in 2010 for recording projects and applications for recording projects must be received by the Arts Council by 5.30 p.m on Friday 26 March 2010.
You must have gathered all the relevant information for your proposal before you submit your application. The Arts Council will not fund an activity that has already commenced or that will be completed before a decision is due to be made on your application.
What is Deis?
Deis is a scheme established under the Arts Council’s Traditional Arts Initiative 2005-2008. Deis is aimed at encouraging and facilitating the traditional arts community to seek funding from the Arts Council for a range of projects which do not fit comfortably within other Arts Council funding programmes (e.g. Small Arts Festivals Scheme or Touring and Dissemination of Work Scheme).
Proposals are accepted from all areas in the traditional arts (traditional music, song, dance, and oral artforms such as storytelling and agallamh beirte).
Projects funded to date have included those with an emphasis on archival material, audience development, transmission, production and performance, professional development, programming and research.
Purpose and priorities of award
The purpose of the Deis scheme is to provide support for traditional arts projects, or projects involving collaboration between the traditional arts and other artforms, that are in line with the Arts Council’s policy on the traditional arts. Deis supports one-off or short-term projects only and core funding will not be granted under the scheme. Priority will be given to projects that demonstrate:
- attention to artistic quality
- innovation
- significant benefit to the traditional arts community
Who can apply?
Please refer to the general guidance notes on Eligibility and Conditions. Deis is open to individuals, groups, bands and organisations.
Proposals received from organisations who are funded by the Arts Council under RFO, Annual Programming Grant or Annual Funding grants must provide evidence that the project is exceptional and outside the remit of their funded activities.
Proposals should not be part of 3rd level education or accredited course. Activities funded through Deis, which are run by colleges/universities, must be accessible to the public.
What and how much can I apply for?
The maximum award available is €20,000. However, this is a highly competitive scheme and only a very limited number of awards will be offered at this level, while most awards will be made at a significantly lower level (between €1,000 and €10,000).
If your proposal involves additional costs that are specifically related to the making of art by artists with disabilities, you should provide information with your application detailing what these costs are.
How do I apply?
Individuals, groups, bands or organisations interested in submitting a proposal should check with the Arts Council that this is the most appropriate scheme for their particular project.
To make an application you must submit the following:
- A completed cover sheet: Download the Deis cover sheet (0.24 MB, MS Word) or a hard copy can be requested from the Traditional Arts team at the Arts Council. The Cover Sheet provides us with basic information about your proposal.
- A written proposal: Your written proposal should tell us all the relevant information about you proposed project. It should explain to us what it is that want to do, how you will go about doing it, when it will happen and where and who will be involved (including who will organise the project, who else will help make it happen, who the traditional artists will be and who will participate or benefit). Your proposal should also tell us why you feel this is an important project that is worthy of support.
- Financial details: This should include the following: Income, projected income, e.g. box office income, CD sales, fees in kind, funding from other bodies, any other revenue; . Expenditure: the costs involved in carrying out your project (please submit actual quotes for costings if possible); . Amount requested from the Arts Council.
- Supporting material: Supporting material should include CVs of the traditional artists involved but might also include audio recordings, publications, reviews or other relevant material. Please read the guidelines for Deis supporting material. Your supporting material will aid the decision-making process and help us make an informed assessment of your application.

Recording projects
Proposals for recording projects (including CD production) will be considered separately, once per year. The closing date for all such proposals is Friday 26 March at 5.30 p.m. Projects of the following nature will be considered:
- are of a significant archival nature or that are pertaining to the music of a specific region or in a particular style;
assist in making the music/song of an exceptional performer/composer/region publicly available;
have a particularly innovative theme or original artistic format;
form part of an individual’s career development.
Where can I get help in making an application?
To assist with the proposal process, the Arts Council has established a network of Deis advisers around the country. These advisers are available to assist individuals, groups, bands or organisations in preparing proposals for the scheme. If you wish to seek assistance from an adviser, you should contact the Arts Council in the first instance to check that your proposal would be suited to the Deis scheme. Your initial contact with the adviser should be by email. If you do not have access to email, please contact the traditional arts team at the Arts Council at the number below; they will help you to contact the relevant adviser. A full list of advisers is available here. An adviser will not write the proposal for you, but s/he will help you to articulate the ideas and develop the budget for your proposal. In order to fully benefit from your contact with the adviser it is vital that you have thought out your ideas first. Full responsibility for the final proposal lies with the applicant.
What is the assessment process?
The Arts Council aims to assess all Deis proposals within ten weeks of the date of receipt. All applications will be assessed against the following criteria:
- track record of applicant(s) within the traditional arts;
- artistic quality and merit of the project being proposed;
- evidence that the proposal is in line with the traditional arts policy;
- feasibility of the proposal.
All proposals will be assessed in a competitive context. Not all eligible proposals will be successful as demand for this scheme tends to exceed available resources.
Conditions of an award
Successful applicants receive 75 per cent of the amount awarded upon completion of an acceptance form. The remaining 25 per cent is awarded upon completion of the project, submission of a short report and a copy of any material produced as a result of funding. The Deis report form is available on the Arts Council website. Individuals awarded over €650 must supply a PPS number. Individuals or organisations awarded over €10,000 must supply a tax clearance certificate (available on request from the Revenue Commissioners).
